City academies are divided into their own districts and are considered mainly independent.
The General Council of Students acts as a board of directors to manage academies as a whole. However, the group's ability to govern has stopped since the mysterious disappearance of the General President of the Student Council. Innumerable problems have started to surface through Kivotos in the absence of the president's management.
To avoid a disaster, the General Council of Students requests help from the Federal Investigation Club, otherwise known as Schale. In fact, Schale is the new club in the city and the last to be approved before the president's disappearance.
To accomplish his task, Schale relies on the advice of a Sensei which can help them solve incidents around Kivotos.
